He's not talking about the 60 fps, he is talking about how it randomly dropped, although still at 60 fps it is indeed peculiar to see such a drop with just an update

As unfortunate as this is, it's really not surprising tbh. Respawn isn't the greatest at optimizing their games well.
I think the issue also is that if you're rocking a 144hz or higher gaming monitor, dropping to 60fps from 144 is very noticeable and doesn't look like actual "60fps". In many cases the motion blur seems a bit more like 30fps.
Over a week ago, I was getting really nice 144fps movement motion while playing Apex. But just recently, it began to look like I was playing with a 60hz monitor again.
The other weird thing I noticed, was that sometimes when I get turned into a box and spec either my next team mate or killer, the 144fps movement motion looks super smooth again. Like liquid smooth. No motion blur at all. But it depends on who I'm spectating. Makes me wonder if it's dependent on someone's PC and their internet connection with the server.... I have no idea. It's weird.
So I chalk this up to "just a thing with Apex". Both my CPU and GPU aren't even being fully utilized.
I can also confirm, that the buttery smooth fps is intact in the firing range, most likely because I'm the only one in it, rather than with a bunch of players from different parts of the world.
