Your internet connection is evidently sub-par. Try lowering the bit-rate of your calls if you're chatting in a server with your friends.

If you're in a Discord server speaking to someone in a voice channel, there are settings for said voice channel which can be opened by clicking on the little clog next to the voice channel's name. Once you've clicked on "Edit channel" and you've opened the Settings tab there will be a slider in the "Overview" tab called "Bitrate", which you can adjust. Lower the value if it's causing you problems in-game.

In that case, I do not know how to assist you. Try changing the region somewhere closer to where you live and see if that helps. If not, then it is obvious that you need to upgrade your internet service - Apex Legends most definitely should not be bottle-necking your Discord calls no matter the circumstances.

When you're in a call with someone in the top right corner of your DM there will be an option to change regions.

Might be a hardware issue caused by interference from your rig's motherboard. Not sure how to remedy it, though.
