Do you get a guaranteed heirloom every 500 packs or just after the first 500?

Every time you open a pack you have less than 1% chance of getting 150 heirloom shards.
If you don't get it by 499 crates, you'll get it guaranteed in your 500th

if memory serves me right, Respawn has said that an heirloom isnt "guaranteed" but every time you open a pack there is a chance of getting the shards for said heirloom and evey time you dont get them, your chance increases untill 100% which is somewhere around 500 apex packs.
