If they're speaking to family, why are they in game chat?
Though high ping usually can still be stable no matter, things just gets delayed than teleporting. Packet loss and choke happens randomly no matter how well your internet is or how low your ping is.
Foreign player that is in your region exist too.
Thus, it's fine to complain about someone being laggy, but don't be an ass that tells people to stop playing because they can't " pay " for internet like yours.

I've barely ever lagged because I know what I'm doing with my system, and my internet. You don't need to be wealthy to have good internet. You don't need to play multiplayer games if you have bad internet. If it's the server, it's one thing, but when only 1 or 2 people in a server have the lag, it's the player, not the game.
Also, you know what I did when I did have issues with my internet? I didn't play multiplayer games because I know that'd make me a detriment to the game and my teammates.
But then we're talking about Respawn / EA here. I've seen enough. Such is the competency I expect from them for a while now, probably should be your expectation as well.
High ping =/= teleportation. IF anything the person with high ping is at an disadvantage.
0ms-100ms = great or playable ping with no significant delays.
100ms-200ms = slight delay may occur on user-end
200ms-300ms = hit does not register often on user-end or with significant delays.
300ms~ = guaranteed choke or packet loss
In ALL of the above ping range, your opponent with good ping will have their shots registered earlier because their communication to the server is faster , resulting in disadvantage for the receiving end.
Players with choke or packet loss however is the one contributing to teleportation issues.
These can happen no matter , like I mentioned and in the case of Apex, it could usually be the server or the routing to the server. This is not user-end problem.
If the server is inconsistent, that is not on my end of problem, why in the world would I give a damn? I'm not contributing to the problem, I'm just playing because I ♥♥♥♥♥♥♥♥ please to.
I'm not teleporting, I play at an disadvantage yet I'm still doing well for my team, we have a great time.
EDIT: FYI, 180ms happens in between games and it is consistent since season 8 update. It will be 80ms and then 180ms. When playing Arena , these problem does not occur. So that is my fault when everything I have is at it's prime? What do I have to do now? Pay the server?

For everyone else, here's some educational article. To better understand the games we play. There will certainly be a limit as to how bad ping can be fair and turns awry there on. In my case, ping above 200 are almost unplayable in terms of Apex Legends due to how much more movements there is.
It also differ from game to game as they're made differently. The argument I gave earlier are what I experience playing in Tokyo,Hong Kong, Taiwan, Singapore, Virginia, South Carolina , Frankfurt, London.
Having no choke or loss, as confirmed when playing with mates in the given region, I wasn't teleporting so there's that. At least for Apex, the game does not treat you well when you're the one with higher delay. This can be different for other games.

Choke, packet loss or lag-switch is aside the ping problem.

The argument that players join games at such a high latency and "ruin" the game for others doesn't really hold up either. Especially when you consider the fact that they are probably having a worse time than you. Sometimes the internet acts up. You think someone is actively enjoying teleporting everywhere?
Look at how many times you've said "they" to such a broad group of people. People with bad internet.
