On the screen where you are picking your ship it will show you that there is a circuit on the ship, as you mentioned, but if you find a ship that DOESN'T have any comms but DOES have a circuit then there is one floating around inside somewhere. You just have to be really careful because they are small and they can sometimes be in really weird crevices.
I hope that helps! It can take a little practice to know what ship has which parts.
If it is an inside comm array, it will probably be a round white device, larger than a Wall Terminal, mounted on a side wall. I believe it is mounted with cut point brackets, rather than just "stuck" there like most stuff. It looks a little like a Class 1 Reactor, but it will be mounted in some place like a control room or an operations room.
But really, all things come to those who wait. Keep playing; don't destroy any salvagable gear. A Floater WILL show up eventually.
Tip: After savaging the entire ship, before you re-enter the Hab for your rest/next ship, hover at the edge of the Master Jack platform and Scan all around the Bay. Look for little white bits of stuff, that are NOT in the Barge. Some of them may be useable components.
The hunt for these little parts is fun, but I was getting a little punchy trying to find these things. I've been stuck at this Armadillo repair stage for ages it seems. But I'm sure it is operator error.
I'll look very closely in the crevices and check from the HAB after finishing for floating bits too.
