Max 2 domain limit for everyone

It seems absolutely every character has and is locked into the Nomad rules system, having a max domain limit of 2, regardless of government type or anything else, nothing overrides it. it has broken my game, nothing i do changes this. i have spent hour after hour trying to solve this bug.


Even google AI can explain exactly whats happening - (In Crusader Kings 3, a "Nomad Rules" issue can arise where non-nomadic characters incorrectly inherit the nomadic government type's rules, leading to reduced domain and vassal limits. This occurs due to a bug where all characters, including those with other government types, may be assigned the nomad government, causing them to be subject to its domain and vassal restrictions.
This bug can manifest in several ways:
Reduced Domain and Vassal Limits:
Characters who should have higher domain or vassal limits, like feudal or clan rulers, may find their limits drastically reduced, mirroring the limits of nomadic rulers.
Inability to Build Holdings:
Nomadic governments do not allow for the construction of holdings, so characters with this bug may be unable to build or upgrade buildings in their territories.
Strange Vassal Contracts:
Vassal contracts might be based on the herd and dominance system of nomadic governments, rather than the usual levy and tax system.
Other Nomad-Specific Mechanics:
Characters might experience other nomad-specific mechanics, such as migration and herd management, which are not intended for their government type. )

I too suffer from this bug. I have not found a fix. Something needs to be done about it.

There is a/are culture(s?)in the most recent DLC added area that capped at 2 domains. Check that.

With a little more digging, it looks like you can dig a hole you cannot get back out of.

Mandala is locked to 2. The government is based on tributaries.

You can increase the domain limit by upgrading your Capital Temple Complex... but if you go over that limit, and that building gets disabled, you get stuck in a hole you cannot get back out of without giving away domains.

Turn in a bug report.

but im not currently using mandala government :/ im using greek culture too
