extra nomad areas not working?
Hello! i changed the game rules in an 867 start to include nomads in all extra regions (specifically the sahel) but when I start there is no nomadic governments in that area. I have all DLC what am I missing?

Same hate to Bump this but the option does not work, the extra nomad regions still remain tribal. No Mods, All DLC, verified the files.
