Is Administrative Government supposed to have +200% cost for the men-at-arms?

I think Celestial once had this modifier when it was first released but now it doesn't have one, but Administrative Gov you form in the west everything related with MAA cost 4 times more, which feels little weird. Is this the nerf it deserves or will it be fixed later?

Its a bug they havn't fixed yet. Get the mod to fix it.
