I rarely play any of the Asian countries, so is there any benefit in owning the DLC for European/African empires?

Some innovations, but not really.
You can get innovations. Meritocracy I think is also something you get the option to change into when going for a administrative government (I know at least when I played Hexi, I got the option between Celestial, Meritocracy and Administrative when I took the decision.

The biggest area it's lacking (as a DLC independent of just not playing in the region) I think is the Tibet area

If you intend to never play near Asia (or even central-asia or India), it's not worth considering but it's a solid DLC and even for a middle-east, central asia or steppe playthrough I'd consider getting it.

The DLC didn't cover Tibet at all. It's unchanged other than for the fact it's nearby. Tibet is better with AuH of course, but it's just by proximity, not because anything changed with Tibet itself.

Also, to go to Meritocracy or Celestial, you need to be in the region or your culture has to have the Chinese heritage. If you don't, classic admin is the only option you can pick when you switch to an admin government.
There's Silk Road play but I'm not sure how much it plays into European countries specifically as I'm just about to start my first AUH run.
