Is Defensive measures perk broken/bugged?

Hi,
I'm not using any mods (vanilla) and on the most up to date 1.19.0.6 (scribe) game version.

The perk " Defensive measures in the architect tree " boosts garrison size , fort level and allows purchase truce interaction.

I can clearly see the garrison size and fort level is working as intended = Working

However, i cannot purchase any truce, there is no ui to even show the interaction.
I know how to do it, i.e. click on target character to interact and i know the requirements to do so i.e. independent ruler, must be at peace etc... but its still not available.

is there something I'm missing or is this a known bug?

Seems to be working for me. It should be the third option down when you right click on another ruler under the diplomacy heading. It's not there for you? Anything you can add about your current sitch? Might take a minute, but have you tried starting a new game with a different character, getting the perk (shouldn't take too long) and seeing if the option's there?

Hi, thanks for replying. I took your advice. Started a new game, choose a random ruler with the perk . The ruler met all the criteria to take the interaction but its still not there. Ill try verifying my game files but.... ya im completely out of ideas other than that. I meet all the requirements the ui is just not there i.e. not even greyed out to tell me i cant do it or what i need to do

The game sometimes has some weird, quite rare, bugs. I've got one where a percentage of Turkic women are bald, which I can't fix for the life of me. If the verification fails to fix it, I'd try uninstalling, deleting the cache and any other associated files, and reinstalling. Didn't fix my bald Turks, but maybe it'll work for you.
