Have cb, but does not appear on the cb list when i try to declare war. Bug ?

It is clear i have a cb since i also paid to fabrikate it and also i see it as one of may claims but when i try to declare war, nothing appears as possible reasons for war, the war declaration window is just blank and the button Declare War is not active as it asks for a cb to be selected - a Paradox or a bug is this ? Or may be both - a Paradox's bug ?

Are you playing as Japan or China or are you a part of the Iberian or Iranian Struggles?

They all have special rules that decided when and what wars you can call.

Also some tenets/traditions block wars if a character has certain traits.

Lemme guess, you’re trying to war dec the byzantines, but your character is a woman, child, or is disfigured/missing body parts?

yes, my character is lepper and yes i am trying to war dec subject under byzantium. My character was not a woman, but anyway i waited until this one dies and it was good i had a hair, now all is ok...

Leper was your issue. Greek culture prevents war claims from the disfigured
