''expansions'' :''royal court'' and ''tourns and tournaments'',both these adds roleplay and gameplay changes, but royal courts is more focused on kingdoms and empires, and tours is more focused on character weddings, fighting tournaments etc)
Then you have ''flavor packs'' which add... flavors. what it means is that it adds more content and background for certain areas of the map(if you like playing vikings the northern lords is for you, if you like playing on the iberia peninsula the fate of iberia, and if you like playing muslims, persians etc then legacy of persia is the one for you.
Then you have ''event packs'' which add some roleplaying events on your day by day gameplay.''friends and foes'' and ''wards and wardens''(the last one is more focused on children education etc)
and finally ''cosmetic packs'', well the name is self explanatory
it all depends on what you want really. Character roleplay or a more macro roleplay)... i would say the ''expansions'' category adds things for all kinds of gameplay and locations. flavor packs adds more depth to specific areas of the map so you choose the one you like most, and event packs are just some events that honestly dont change the gameplay that much.

As for the expanding the existing map, of course its very personal and people might preffer different expansions like africa etc. I like the Rajas of Asia, which adds a lot of oriental lands like japan, the rest of china, india , and the islands below that(polynesia)

I highly recommend getting at least one of those flavor packs for an area you have interest in (I love the Northern Lords one) and would also recommend Tours and Tournaments and Royal Court - both add quite a bit of fun elements and options to add to the immersive qualities of the game. Royal Court adds the court and ability to modify your culture more and Tours and Tournaments adds in several neat events types you can host and be invited to (tournaments, grand weddings, tours)
I would personally recommend Royal court and tours and tournaments specifically.
All "flavor packs" are passable because they only affect a very specific portion of the map, and if you dont play in that part of the map, they do very little for you. But if you WANT to play say, a viking conqueror, then northern lords is obviously for you, etc.
1. Royal Court + Wards and Wardens (I can't edge one out over the other, but if I were trying to be more objective, I'd probably give it to Wards and Wardens)

3. Northern Lords
4. Fate of Iberia
5. Legacy of Persia
6. Cosmetic packs in general
