One would just simply allow explosive to proc of one projectile instead of 2 but hey its bethesda
As players we should be able to trust that anything given to us, and most importantly, left as is for years is working as intended.
Going through patch notes one will note that over the years many, many things have never worked as intended. Even now in game are several perks/mutations/mods etc. that don't work as 'intended'.
This amounts to incompetence and deception and a product not fit for purpose. Bethesda have already in the past been found liable under Australian law and forced to issue refunds for a flawed product. Having items says they do something but don't do that or something else is in breach of truth in advertising laws (something the atomic store breaches every week...).
You need a psychic mind meld to know what is or isn't intended with this game or what will be classified as a bug. The two shot 'nerf' to explosive weapons is being called a bug and should be 'fixed' in the update next week.
Plan is to make things more diverse only end up making it less so. Yet this IS bethesda, and cuz they still riding on the successes of morrowind era, they simply do - not - learn.
Two shot works in the following way
1st - It reduces all damage done from projectiles by the gun to 0.625% of what they were before... aka 100 damage is now 62.5
2nd - It adds 1 projectile to the fired amount... if this is a rifle, its twoshot, if this is a shotgun aka peppershaker its a 17 shot from a 16 shot
3rd - Explosive weapons (currently, its nerfed dec 3rd) benefit from the extra projectile at full damage (aka fatman, missile launcher, grenade launcher --- NOT guns with explosive 2nd effect or gauss)... after dec 3rd they also suffer the massive damage reduction
4th - Armour calculation in this game means that 2 shots at 62.5% damage may add up to 25 damage while 1 shot at 100% damage would have done 50... the two shot effect means you take the hit vs the armour value twice too
5th - On guns like the peppershaker it goes from 16 x 100 to 17 x 0.625
so where it would have been 1600 damage before armour
Now it is 1062.5 before armour
Which is more like 800 vs 212.5 after damage calculations
6th - This means aside from specific wants its always a bad choice (mirv launcher = good) peppershaker FOR THE EXPRESS purpose of crippling or applying strangler poison (in the pre patch now I think its straight up damage per hit and doesn't stack or apply from multiple sources) and guns you have for funsies explosions = good
They are getting nerfed Dec 3rd
SO its unlikely that they will buff them anytime soon
Why are they so against people having fun ugh
It was in fo4 (well base damage twice) which is why a lot of players who come from that expect it to still be awesome in this one
