Lower/Raise foundation (PC)

Hi, I'm having trouble. I've been looking on YT and Reddit but the answers given don't work.
I'm using PC, I want to raise my foundations to add more detail. Holding E and using my scroll on my mouse does not work. The up/down/left/right buttons also do not work. Is there any fix for this? Why does it work for others but not for me?
