Damage is similar but the Cold Shoulder's faster fire rate puts it on top me thinks. Even with the combat shotgun's armor pen. I'd probably use the Combat at events just to get more tags though I think.
Gauss shotgun charged is still a good contender for a bad weapon type
Cold shoulder just hits different though which makes it absurd
Legacy Legit peppershakers with explosive and energy were chefs kiss for shotguns... until they were locked from dropping then stolen along with the legacy theft... not a really powerful weapon but so visually fun
That Atomic shop Cold Shoulder just rules the day close up and the cryo slow is so op.
edit: forgot to say using it with a Cremator is even more op
Shotguns in 76 are a pretty malaligned weapon , generally speaking the cold shoulder is THE shotgun right now. A standard double barrel is a pretty reasonable workhorse for a sub 50 characters, the pump action has painfully slow rate of fire, the combat shotgun can be turned into a Wish version of the Fixer, the gauss shotgun has range other shotguns just dont have, and if the gauss shotgun can be in this list so can the pepper shaker which would actually be pretty good if the mag was twice as big by default and it didnt have such a long rev up time before it can start firing (getting staggered is THE WORST while using it, yay i get to stop firing for like, five seconds as I stop staggering and slowly start spinning the barrels again, weee!)
IMO the two things that hold back shotguns as a whole are the range of course, but the fact that there is NO anti armor perk cards for them means only the combat shotgun and gauss shotgun can get some form of AA without the legendary effect, a gross oversight and I feel its that way because bethesda has such a hateboner for New Vegas where we HAD a anti armor perk known as Shotgun Surgeon.
My point? The Cold Shoulder is the best shotgun in game without any doubt.
