Mortimer only selling basic plans

I finished the vault questline with the raiders, unlocked Mortimer, and atm reputation neigbourly. I read it could take up to 24 hours for him to update his plans to said reputation, yet it still didn't update. Am I missing something?

Welcome to how ridiculous of a grind for raider rep this game is..
I am level 215, have been grinding every day for weeks and still not ally with Raiders, run the Moonshine event which hardly ever comes up, the exploit for rep no longer works.
This is the worst game I have played with items locked behind the slowest goh awful grind of all time. Weeks grinding , whole game need a reputation do over, the event is not often enough and with only pittance of rep earned with each hand in totally sucks.
Of course all the players who milked the exploits will say you just a crybaby

Its so easy now to get max rep with both factions at the same time... just follow a guide like Angry Turtle, or someone else.

Once you know what to do you'll be max rep in a month max, with both factions.

It's not an "awful grind" at all. It's 10 mins a day for a few weeks with Jamboree. Compared to any other game i've played this grind to max rep is very very easy.

You're doing it wrong then.

It's pretty easy actually.
I finished the Vault 79 heist siding with the Settlers on April 3rd, became allied with the Settlers 3 weeks later on April 24th, followed by allied with the Raiders 10 more days later on May 4th.
All somewhere between levels 70 and 100.

The raiders have much more options to earn reputation than the settlers.
And it's not only the Moonshine event.

You can get a constant +525 reputation by doing the two dailies for the Raiders and the Photo Opportunity daily from Davenport.
Additionally up to +25 daily if you have the required Mirelurk meats of various qualities.
Furthermore +10 reputation if you randomly get Esme's cooking daily at Whitespring or if you get a raider random encounter and help damage enemies.
