Xbox account for the PC game playing with Steam players, I think yes.
The Xbox can play on PC via cloud gaming but that is still played on console servers. There is no cross play between consoles and PC.
I play on Xbox with gamepass, There is absolutely NO way to crossplay but the confusion comes from the consoles ability play through a cloud service using your Xbox account on any device that supports a gamepad/controller which is not crossplay but more like mirroring my Xbox to a laptop screen and no KBM support "Thats about as crossplay as it gets"
Theres a fo76 PC and Xbox version for gamepass but there not related at all in terms of cross play or shared game progress, One is purely PC and the other is only Xbox so don't let the Xbox gamepass subscription and combined Xbox logos confuse future readers.

FO76 has no crossplay, not between consoles, not with PC.
i agree that is extremely bad for the game and the playerbase, but thats just how it is.
