seriously, every company bethesda writes does weird evil villan tier stuff that barely makes any sense
Ever since day one they’ve existed to be MAXIMUM EVIL.
The fundamental existence of the Vaults themselves are to be evil.
The entire point of the setting is an over the top parody of 1950s ♥♥♥♥♥♥♥.
Fallout is big on giving very little hard information, almost everything we get is from inuniverse sources. We know Master claims to be the sole creator and inventor of the Super Mutants, we also know he’s a delusional egomaniac.
That’s the crux of a lot of these lore complaints: People don’t consider that the character saying these things could be wrong. Or lying.
Is it a cop out and lazy, instead of creating a new type of enemy? Definitely
But is it a Retcon: No. Fallout 1 laid the groundwork for where Super Mutants come from, and basic real world logistics fills in the rest; Nothing is ever done in perfect isolation. You have to replicate results, produce divergent data, and share/collaborate within intra-department staff. FEV itself appears all over the US in the form of Black projects.
And all this completely ignores the fact that things can be discovered independently within a contemporary time frame. For example: Dragons. So many old civilizations have Dragon stories, because every civilization encountered exposed Fossils which appeared to them to be the remains of titanic reptile beasts. They, however, did not have things like Carbon dating, so what we know as fossils being millions of years old, to them would be a skeleton supposedly only days old.
I think Fallout 76 is a super duper uber secret experiment by Vault-Tech being performed on all the vault dwellers of Vault 76 who are all in a deep sleep in cryo pods. Its an automated vault, running a constant virtual reality sim using loyalty programs and personality sub routines to find the perfect mind to become the Overseer of Vault 76 for when it is supposed to come back online.
These tests were to also find the best candidates who could excel in the radioactive wasteland of post war America. This included those with natural abilities to resist negative mutations while encouraging positive traits that would make the survivors better, stronger and smarter.
As all things Vault-Tech did, this test went a little F.U.B.A.R. and the "winner" of the millions of logged hours of the Nuclear Winter Battle Royale testing grounds would be mated with the smartest and most successful candidate from the open world survival sim. Then that child of that union would be trained by its AI tutors to become the pinnacle of all Overseers.
But as i said, things went very wrong, and this genetically engineered Super Overseer's mutations went haywire and perhaps at the same time a rival power infected the vaults AI systems with a virus created using unknown alien technology.
The resulting fusion of mutated human and technology drove them stark raving mad and the Master from Fallout 1 was born.

I feel this is true, my guts tells me it is.
edit: Nothing else explains how I can have a flamethrower, distillery, orbital WMD targeting beacon and other advanced technological stuff like nukes and yet i can NOT repair or rebuild a General Atomic car, truck or motorcycle.
