Report a translation problem
You need to have a backpack first before you can apply the skin.
Then you can apply your purchased appearance modification to an existing backpack.
You can apply Backpack skins to the Small Backpack now.
I assume that change is a recent one, since I was not really aware of that item before.
Small backpack is the plan you get from the Airport Overseer Cache very early in the game.
I don’t recall seeing it, so it must have been added a long time after I was a low level player.
I haven’t been to the Airport in a very long time, aside from random events and “just passing through”

which take a jet pack to use and those plans are not eaxctly common or cheap and the materials to make a jet pack are also uncommon and not cheap.
