Survival was taken out because literally only two servers worth of people played it. It was highly unpopular.
Bethesda kept trying to make FO76 into a PvP game. Turns out the majority of Fallout players didn't want a hardcore PvP mode.

If you could walk around in my Fallout 4 game, you'd see Robots everywhere!
Each Settlement got at least 5 and every supply chain runner is a SentryBot.
I'm assuming we couldn't go to that extreme in Fallout 76 though, most likely, we'd only be allowed to have one robot at a time, so if you wanted a Mr Handy Butler, you'd have to send your Miss Saltrine Tron away.
And I doubt they'd allow us to have that robot as a companion, they'd probably be restricted to CAMP only.
Me personally, I find PvP so tedious that they could attach the most wonderful rewards imaginable to it and I'd still avoid this game mode.
Which is probably why Survival mode fell from favor.
And I'm hoping they never bring it back or create PvP only rewards.
heres the thing... for a while there last year, they WERE working on making two separate game modes, keeping adventure and survival along side nw, and they had said they were working towards removing pvp entirely from adventure mode leaving survival mode for robust full on pvp world. and they did things in adventure mode to further this, changed how our camps react to player damage, were going to remove slap damage entirely and with it pacifist as with out dmg happeneing theres no need for that...
but soemwhere in house soemthing was decided and shorly after survival went away and fallout 1st came out bam bam one after the other...
there was almost the prefect trifecta of game modes, pvp clans and streamers would have aplace and peopel wishing to co op and not pvp would have adventure...and br types have nw...
but the requested pay for extra service private servers took priority... and where would this company get these fallotu 1st dedicated servers from? *looks at survival modes demise*

No, it was because barely anyone played Survival. If you had read the statement from Bethesda at the time you'd know that. They replaced Survival with Nuclear Winter.
