Plans Floor-garden
Hi, is anyone here who find plans upper floors -garden or foundation-garden i complet all day quest chalenge .events and dont find this 2 anywhere

I think you need friendly with Settlement

You have to buy dirt tiles with 500 bullion from the Settlement Reputation Vendor.
His name is Samuel.

how do you buy the plans from him? im friendly with the settlers, but he wont sell anything. just his lameass dialog. what am i missing here?

Have you completed Wastlanders yet?
If not, then you don't have access to Bullion yet, hence cannot buy anything from him.

You have to complete final wastelanders quest, Secrets Revealed that opens up the gold bullion grind and the ability to buy stuff using it.

Your settlers and raiders reputation is just what they will sell you when you have completed it.
