There are all kinds of broken combos for basic armor, if you can get the armor.
Plus there are perk cards that are normal armor only, many of which also give you unmatchable buffs.
And unarmed, if you want to be the absolute lord of damage.
Most times though, I've never needed to.
Power Armor is kindof just for radiation proofing.
Power armor gives a set bonus in resistance. They are effective for rad zones but give you better protection with different physical damage than something like the stealth suit/hazmat suit. You cant get legendary armor though for PA.
So a baseline 42% reduction before the actual armor kicks in. While you can still beat that with normal armor it takes stacking legendary effects.
As one who just recently switched from unarmed to power armor builds, just because, the difference is extremely noticeable. While my overall DR is lower on paper, in practice I have become FAR more durable even without my power armor being anything special.
There could be a claim that vault tech training included instruction on it but if that was the case why would they have not secured a suit for each resident? Video of people clunking around in them while stuck in the vault would of been a nice touch.
Partially agree, partially disagree. Fallout 4 screwed up in my opinion by giving you a full T-45 way to soon, and when the BoS show up you have infinite easily accessible suits of T-60 by finding sites where they get their faces stomped in by raiders/mutants/robots/whatever.
In 76 it's much longer, but not necessarily harder, to find a full set, but the leveling system makes them all much mroe viable, though the Excavator is definately not good for combat in the long run comparatively. That said, it definately doesnt feel like 'I can take on a tank' level power, which is an unfortunate balancing act to make it that PA isn't the end-all beat-all armor.
I prefer Power Armor, I collect it, I get all the mods I can on 4 that give new suits, and I stomp around in it everywhere I go whenever possible, because I love the entire design of it. If it were restricted, I would have much less agency to continue playing.
Your point about the balance is valid as it goes against the lore with military users being able to take on Chinese tanks. But in game with certain builds there is better armor then the power armor. I guess it is good to give options but it can make finding this superior military equipment anti climatic.
But Power Armor in particular favors Heavy Weapons builds because of a specific perk. It is effectively impossible to min/max a Heavy Weapon build without power armor.
Lighter armors have more granularity and the advantage of Legendary stats. Both kinds of armor can effectively become nearly invincible, but Power Armor is much easier to do.
Leather Deep Pocket Vanguard armor i have over 800 energy resistance and have 400 physical defense
granted my physical is lower than power armor but energy attacks do nothing to me
