What you buy in the ingame store is a skin for that backpack, not a backpack itself.

Like it is for every other armor be it normal of for Power Armor.
Instead you need to craft every Backpack new when u want a different skin model.
It isn't a fraud because it literally says ON THE STORE PAGE FOR THE BACKPACK what you need to do to apply the skin. People's inability to read before purchasing is not the game's fault.
Oh and btw, next time I sell a car and lay a letter inside the glovebox that says:"Hey if you buy this the car wont work, just a heads up, thanks for buying".

I am defending claims of fraud when they literally plaster it onto the page you buy the product from. What more do you want, a shining arrow pointing towards the "Read this first!" when it is right under the description of the backpack?
The OP has their answer, but claiming fraud about something that bethesda literally covered (to prevent your claims in the first place.) is literally negligence incarnate.

Next time think before posting *. I just wrote that it doesnt matter when you have some tiny notes saying you need to unlock things first. We are talking about a cosmetic shop. Nobody assumes you need to do a questline or unlock something special ingame to be able to apply that skin. So as you noticed that OP was confused aswell your argument doesnt even make sense cause such threads are all over the place. Hence a lot of people got confused.

And lets be honest here, they absolutely use deceptive images in the Atom store that include store items that are not part of the purchase. For example the current Raider bundle that features multiple shots of the tank top outfit thats not included.
The problem lays way beyond the ingame text and warning. Who puts a cosmetic skin into a shop that requires unlocking in game before being able to use it!?
Thats either a big brain dump or just very flawed implementation, as I already said.
