IMO the most OP weapon is Aspect of Hera bow. Load that ♥♥♥♥♥ up with casts, true shot, doom, etc. and it's over for underworld.
I don't think I have ever failed a run with it.
I find the rail quite laborious to use without decent special upgrades, the normal attack and hidden aspect attack are both very poor, the fact they don't stun enemies and leave you stationary can be a liability. The single grenade special is average without upgrades, triple bomb, rocket, and 5 bomb spread however are all top tier.
Get a big damage boosting boon or 2 on the special and get a decent hammer and it's easy street, but that's almost the exact same situation for Demeter fists or Rama bow. The weapons are all pretty balanced once you're familiar and it's more about personal style and preference.
But yeah, baseline Rail by itself is pretty weak. It gets a lot better with aspects other than Zag, and picking good boons for it. Anything with flat damage or stacking status effects is great on attack, for example.
Regular Fire is absolute ass without Zeus attack/Support Fire from Artemis. The Special is ok, and with hammers, can become quite strong. But so can other weapons. Hera Bow is strong almost no matter what, and the Bow itself can become utterly insane with some hammers, too (think Flurry Shot + Dual Shot).
Lucifer is a little more interesting, on account of better damage, but has the same issue of the beam not penetrating foes (without a hammer). It does have a lot less hammer to choose from, so you are more likely to get something good, but it still wants/needs Support Fire/Zeus.
Definitely my least favorite weapon, though Eris's +75% damage is no joke, especially with aforementioned special hammer upgrades.
