Do I have to buy it on Steam if I have it on Switch ?

Nope, new platform, new game buy required. You can thank EA games for starting this method in the early 2000s with limited on how many pcs you can install games on...lol.

Basically Nintendo got a cut of your purchase from you buying it on Switch. Steam would get a cut if you bought it here. Neither have any reason to spend money hosting the game on their service if they aren't getting that cut. Also, they would need a way to verify that you have the game on the other system, and largely due to the reason above there isn't much reason for them to do so. Pretty much the only crossplatform purchases allowed are same company, like Microsoft allowing some Xbox games on PC.
