I also noticed it with REDACTED, who summons A LOT more enemies to the fight. The first time he as pretty much alone.
For example, CDPR had a patch for Cyberpunk 2077 recently that removed a file that did nothing, but so many people BELIEVED it did ...something, because they modified it and such, then felt as though it affected performance, yet the file wasn't even accessed by the game. Just a weird placebo thing, because it did jack squat.
I would have to play the game from a new save and try all of this out, but I have had my fill of it for now and have other things to play instead of doing weird schrödinger's cat experiments about something that would need to be verified from a dev anyways.
No need for it to be verified, it is absolutely a thing for bosses to change slightly without any pacts activated. I know you said you had your fill for now, but it is extremely simple to check yourself.
Bosses get variations just through playing. The various fury sisters show up (though NOT together - that's a pact upgrade), the Hydra changes form (his stage DOES NOT change - again, that's a pact upgrade), the champion changes up what god he calls down on you (but DOES NOT get the upgraded equipment/movesets), and of course the big boy doesn't get his final phase without a pact.
That being said, I'm not convinced this means the game is deliberately making itself harder, just trying to mix you up and keep things fresh. I don't think these variant bosses are meant to be more difficult than the originals, just different. Of course when something is new it's also unfamiliar, and it will feel more difficult at first.
Which Fury sister is the hardest? Which Lernie heads annoy you most? Which god do you most hate to see Theseus call upon? I bet everyone in this thread would have different answers that are further dependent upon their current weapon and build.
The only changing factor would be variants of bosses but still both lernie and furies are quite easy no matter what version it is.
fury is a better example. after u beat meg a few times u start to see her other sisters. true, u may think it is not harder but for people who are fighting them for the first them naturally they will think it is harder, since they now have to re-learn their new move sets.
