They just require a large number of total boons and specific boons that scale really hard with poms.
King's Ransom can be amazing because Zeus' boons are all independent damage sources with really good pom scaling, and Double Strike multiplicatively scales Blitz, his cast, and his sprint, among other things, and can be pommed itself. Having like level 20 Blitz and level 20 Storm Ring with level 20 Double Strike is actually kind of crazy, and you can get even higher than that if everything works out. Also, since Hera attack + Zeus special is the optimal damage build for most weapons in the game, and Hera attack (+Dying Wish, Hereditary Bane, etc.) is a pretty minimal increase against specifically your final boss of the run, taking King's Ransom right at the end of the run tends to make sense more often than you'd think.
Queen's Ransom is much worse, generally speaking, because Hera's pom scaling is generally just additive attack damage or very small boosts on damage sources that don't trigger often (e.g. Dying Wish). However, Blood Lines scale very well with poms and are the main reason to consider Queen's Ransom.
