A surface world full of the undead legions of the titans turned loose from an emptied hell is not likely to be a lot better for mortals than being subjected to the temperamental blessing or curse of the gods.
As a player our stake in the story is Melinoe's personal journey. Chronos has wronged her and she's out for revenge. She is at least justified in that. And she's clearly trying to help others along the way, much as Zagreus was before her.
That makes them the bad guys. Or whatever word you wanna use, bad folks, more evil, jerks who attack cute frogs.
But on the other side, you do have the whole vengeful "I kidnapped your family, and my armies are running rampant both above and below" thing.
