I'd consider a suspect reaching into their pockets and grabbing a weapon a good reason to use deadly force. I'd also consider anyone, including civis, reaching into their pockets a good reason to use normal force.

I care, because on a round where I was messing around, if you do it too many times, your AI teammates will hunt you down and kill you.

ROE makes you have to shout for compliance before you shoot anybody unless you're using something that is less-than-lethal. Problem is that the reaction from suspects is always shooting at SWAT as soon as their arbitrary reaction speed cap has passed, there's never any hesitation or fear or panic like you might see in SWAT 4 AI, it's always just 100% guns blazing until you inflict a stun or enough morale damage.

Not sure that counts when they're drawing weapons or pointing them at you - the only time lethal force isn't allowed is if those two conditions aren't met. I've seen my AI officers sometimes cap someone the moment they try pulling a weapon.

Also, I've noticed at times that they'll start backing off slowly instead of shooting, which seems to be an animation locks because it doesn't matter if you beanbag them, shoot them or anything, they keep walking unhindered.

ROE has been bugged since early access. Its funny because in my case ROE has been very lenient for me. 90% of the time if I shout at a suspect walking away from me and shoot him I'll be given a clean kill. The exact opposite of what everyone else is experiencing.
It's extremely rare for me to be penalized wrongly.
Happened only once since 1.0 and I play this a lot.

It happens because the game calculate if a suspect will cooperate or not earlier than it should. So if you hit a suspect that is already tagged as "not cooperative", even if they run or surrender (they will fake surrender if you wait), the game will count as a self defense.

Honestly the only time I've gotten points deducted for unauthorized force is a very rare instance where I shot before shouting for compliance at a guy who was just walking with a weapon in his hand, and hadn't raised it yet.

There have been multiple instances where I should have been penalized and wasn't, though. Earlier today a guy was running away from me with a gun and I magdumped into his back. TOC didn't care at all. Couple days ago a guy was 100% surrendering and had dropped his gun and I accidentally clicked and shot him in the leg. Incapacitated, guy was screaming bloody murder but nobody cared.

It's funny, because the game ask you to shot quick. But at the same time, you can get "unauthorized use of force" if you are killing a suspect without guessing if he will surrender or not.

Don't ask me to have a shot reactivity of John Wick, yell at the same time and guess surrender at lightspeed.

its american police, just shoot anything that moves.
they can tank a lot of non lethal.. hell seen a guy take 3 300 blackout before he "gave up"
soon as my buddy turned away, he pulled a SECOND smg from his pants and i shot him in the head. Gotta love that AI...

If I don't yell and tell surrender and alert other hostiles, I get unauthorized use of force. So dumb. And if I headshot, no matter if I yelled or not, I get unauthorized use of deadly force

This isn't a Milsim - it's a SWAT game. Your primary objective is to take Suspects into custody when feasible. You NEED to yell for compliance. Give the Suspects every possible chance to surrender. Be tactical. Now, with all that being said - if you see a Suspect aiming towards you through an opaque window, you can take them down without yelling.

This is still a problem, many times with friends we get the -50 points for shooting someone that refuses to put their gun down while aiming a gun at us, even if it's not a kill shot. It makes zero sense.
