LAPD's swat team is 60 officers give or take in real life.
Each Sergeant opperates two five man squads. In this game you only have access to a single five man squad due to budget concerns. As well you are establishing a police station in the area from the ground up.
The whole story with that is just funny to me.
You're raiding Mansions, Clubs and multi million dollar hotels - and the police department is hiding in a train station like freggin Bane is after them.
Well do you expect them to not go in then?
There are no reinforcements to come in. You are it. What don't you understand about that?

But the other way around doesn't seem that appealing either. 50 cops surround a trailer because one suspect is barricated with a single pistol or long gone for 10 hours until he surrenders or a team moves in. The actual gunfight, if any, wouldn't last more than 30 seconds. This game at least gives us plenty of suspects to engage with however we choose to approach the situation.
