How to create a Khorne Chosen building ?

Hey guys it's my first campaign with Khorne and i'm playing Arbaal the Undefeated, i just reached lvl 3 in a capital province settlement and wanted to create the building to create Chosen ( The Khornate Tribute ). I can't create it because i don't have the building "Mortal Settlement" But i looked everywhere in the building browser and it doesn't seem to be here, any help ?

Now, Khorne has 2 types of main settlement (which you can convert from one to another easily).
Daemons main settlement will allow you to build the daemons specialized military buildings, whereas the mortals main settlement... you can guess what it will unlock.
Those are exclusive. But you can have 2 settlements in the same province with different type.
