Is there a Beastmen settlement nearby? (If they have done the ritual nearby settlements can't be occupied until the Beastmen settlement is razed).

Do note that the "Harbinger of Disaster" (Malagor) Beastmen faction starts right next to Skarbrand.
Also, they mentioned this in the Khorne blog:
So the Beastmen now use the same flaming ruins icon.
Might be worth to double check unless you are 100% certain.
