Report a translation problem
I assume you are in the circle of influence of a settlement. You can only move by issuing an attack in that situation. If you want to get out of that situation without a fight, attack the city then retreat instead of going to battle.
An agent can block movement. It would normally only force a small detour, but in certain cases it's an actual problem, especially if it stops you from attacking the city when you have to attack it to move. If you have an agent of your own you can try wound/assassinate to get rid of him.
Some stances can get you out of it. Like underway passes and I think if someone fights near you and you join the battle you can purposely throw the fight so your army retreats somewhere on its own or I think you can just disband it and reform it, which would suck. Or you can try loading an older save which I've had to do like 9 times already because it keeps happening and tends to happen more when it's past turn 90
Known bug, you have to use the console command mod and "kill" (it's the command) the enemy blocking hero
