If trying to do it mod-less and you're already allied try getting them to join all your wars, sending a few of their armies on suicide missions, then borrowing the strongest army you can to affect your relative strength.
You can also try getting them I to a bunch of wars or borrowing their army and getting it killed. If they're weaker they will be more likely to accept confederation.
Nah but on a serious note... diplomacy in warhammer is one of those things where it's difficult to an annoying degree when you dont know whats up... then its way too easy to an annoying degree once you do. My advice.... nab a few massive settlments they might want, post an army next to their capital, wait till they start getting rekt in a war, then confederate. How much of a threat they see you as (well... how much danger they are in generally) is the biggest thing that helps you confed them. some factions though are tooo stubborn and wont do it under basically any curcumstanced.
Is the button there and you just can't get it to happen? Bait them into losing armies fighting other factions. Get into military alliance and declare war on many factions, so they are at war with more factions. Once they are weak enough you should be able to do it.
If there is no button to confederate you are lacking DLC. You need to own the DLC to confederate that faction - Warden and the Paunch.
