Well, here I go killing dwarfs again.
This place is literraly carved in the canyon walls of the western entrance of the charnel valley.
It's basically a karak build by the tombkings a long time ago
I can imagine dwarfs like to chill there when there are no more mummies and walking statues. There is also lots of alabaster and dwarfs like that for statues and idols.

they dont care about their benefit and they definitely dont care about your alliance
they only care about making your time hard, because that is the only thing the ai cares about

I believe the OP tried to outright buy a settlement with gold, rather than exchange settlements (with maybe a sprinkle of gold on top). I have the same experience as you trading settlements, I often capture settlements specifically for swapping it for one I want.

Not sure I'd trade a T5 city away, considering the amount of gold one has to invest to get it to that point. But in my games the AI tends to value its settlements highly, but not that high, so I'm not sure what's going on there.
A lot of times you do for victory conditions. For example, as the Empire I find no matter how fast I try to expand, Kislev will ALWAYS take settlements I need for victory conditions before I can get to them. And it's infuriating because Kislev would be my ideal ally. They always seem to have high relations with me, even if I don't try to make them high. I'd love to ally with them fast and set up an outpost for their units, but I can't because I inevitably need to go to war with them to take what I need for a campaign victory.
So yeah it would be nice if I could just take them peacefully with enough cash, but then again, I do see how that system could be abused, so I'm not really sure what the solution is.
