Just grab whatever you are interested to play at first and when you get bored of those leaders or races, then get others. I mean... even with discount, it still probably in the 200+$ and one just have so much time available, trying to complete a single campaign already takes many hours.

Buy standard game 2, its a good game, game play, graphics, campaign and stuff are very good.
If you like that and like what you see, then you can try a dlc or try game 3.

Well, i get what you mean but to be fair the franchise has been going for what... 7 years now?
Using the OP's calculation of 370 dollars that's about 50 dollars a year, many people don't mind buying into these main stream franchises that pump out the same crap every year.... EA Sports stuff, WWE stuff, COD, Battlefield and the list goes on.... they cost even more.
Not saying whether its good or bad, that's down to the purchasing decisions of the individual, but it is relative...

And I'd like to commend CA for not retroactively hiking DLC prices like e.g. Paradox.
