Other than that, your performance sounds about right, for that setup. it's not a very strong GPU.
You should use framecap at 60 fps using nvidia control panel and use resolution scale to 75% or lower if it fits better using GeForce experience
I don't know if you know this because you are not very good with computers, but capping the frame rate outside of the game is admitting there is problems with this software. This indicates there is a resource management issue in the game. When you tell people this game works no bugs and no issues, you are lying.
@OP the game is poorly optimized. It tends to get worse later in campaigns as well. I never had FPS issues and actually capped my FPS under 60 because of cooling issues. If you are not already doing so you may want to keep an eye on your GPU temps just in case you are pushing the comfortable boundary.
Optimization isn't great, but a 2060 isn't going to run the game well at 1440p regardless. 1080p is a better target point for performance. More so if you're trying to run this on high and ultra.

For a good balance of detail and fps with your rig I'd recommend:
Textures - ultra
Texture filtering - 16x
Shadows - medium/high
Terrain - ultra
Unit detail - high/ultra
Fog - low
VFX - medium
SSAO - on
Lighting quality - low
Grass - low
Trees - low
Buildings - med/high
Screen space shadows - off
Screen space reflections - off
Anti-aliasing: TAA hits the gfx card hard. If you can get used to having it off, it will help a lot.
