WoC - subjugation as Valkia

As far as I can see I can subjugate nations when I defeat their last settlement only with Valkia - any other lord in my faction does not get subjugate option even if this was last settlement.

Is this an issue or this is working as intended?

Only warriors of chaos get the subjugate except in special circumstances. I have definitely subjugated as Belakor and Festus.

Are you sure or maybe I not phrased it correctly.
I was able to vassalise Naggarond, Har Ganeth, Ghrond and so on but as far as I remember I attacked last settlement with Valkia.
When my other army was strong enough I sent it to fight with Tomb King and I was unable to vasalise/subjugate him even with hist last settlement. The same happen for Drowned so I am just curious if you can vasalise/subjugate only with faction leader or this is an issue?

It is only races that canonically can serve chaos. So Tomb Kings will not subjugate.

When I go to diplomation I can actually offer vassalisation so why can not I do this through conquest? What about Drowned?

Only Greenskins/Elves/Humans. The Last Settlement Subjugation was later added with Festus in IE as favored.

Any army commander for Valkia can subjugate the same forces as Valkia, Valkia is however limited compared to Be'lakor or Archy in who they cna subjugate, mainly it's marauder and demon factions i think. Where the 2 mentioned can enslave humanity, elves and possibly a few more.

Any Warriors of Chaos lord can force a subjugation of other factions by taking their last settlement. It's in no way limited to a army lead by Valkia nor her faction.

I am however unsure if this includes every race/faction in the game (for example undead), that said its more then just humans and elves, that's a misunderstanding caused by some patch notes that said "they can now vassalize all humans and elves" (said patch notes not mentioning or including the races they could already vassalize before that point).

When it comes to confederation that is more limited. Only Be'lakor and Archeon can confederate the other Warrior of Chaos legendary lords and this ability was added a few patches after the Warriors of Chaos rework.

Apparently also Orcs and Ogres. At least as Kholek I could subjugate them.
Elven and Human factions is certainly a limitation to the Slaanesh seduction mechanic (which Sigvald, the other Slaanesh WoC guy and N'Kari have where you can force vassalisation with enough influence).

So certainly Empire, Bretonia, Kislev, Norsca, High/Dark/Wood elves, Orcs and Ogres.
