And if you really want, you can get the crisis as early as turn 20.
Finished 2 campaigns so far and i'm very surprised how easy crisis are, the final objectives were only "Capture [insert name] settlement". At that point I would B-Line for it and ignore anything else for the sake of wrapping up the campaign.
Meanwhile you can win Domination Victory on Legendary with at least some factions turn 88 (or earlier, that's just my record) and I've won multiple Ultimate/Crisis victories by turn 120-130ish.
I highly recommend this mod. You can get achievements by completeing the unqiue victory conditions, instead of the vanilla ultimate victory only.

Kids these days..
The Long Victory can often be completed by turn 60-80 so yes? Short and Long Victories are guideposts with some bonuses for completing them. The "You Won" screen has always only popped up for the Crisis or Domination Victories.
Meanwhile, for other factions like High Elves and Dark Elves, I can usually win Domination or Crisis Victory before Long Victory.
The map has 554 settlements last time anyone bothered to count them (might have changed, we likely have a few more now). So no, while you do need to take on more then half of the map you do not need to bother with every single settlement on the map.
Also, you don't need to occupy them. Its "Occupy, loot, raze or sack 272 different settlements" (so doing the same one more then once doesn't count again).
That said, if you want a shorter campaign i do recommend going for the ultimate victory instead (with suitable settings).
The only thing that's childish is pretending that adults with actual time on their hands should sit through dozens of hours finishing a campaign that's already won to get an achievement. It's not like the AI will ever stop you after you reach even the short victory, you've already done the hard part of every campaign at that point.
