Some FLCs were exclusive to WH1 and WH2, there are FLCs like Legendary Lords and Heroes like Be'lakor, RoR units, Aekold, etc. in WH3.
It's actually not that hard to track down which FLC was released with what because you can just look up the old DLC announcement video from the usual cast of Total War Youtubers (MilkandCookiesTW, Loremaster of Sotek, Great Book of Grudges, and I believe Legend of Total War as well).
They never did such thing. FLC lords were always playable without owning the corresponding DLC pack they got released with simultaneously. That's the whole point of them.
What they are tied to are the games they got released in though. If you want free content for game 2, you need to get game 2.
