Hm, seems I have missed this change in the notes. But right now they are not even listed in a custom battle for WoC, nor are they included in the latest (and current) version of twwstats

Ill design, bad placement , chore balance.
Don't remember Archaon,Belakor should have all exalted versions of daemon infantry.
Unless you are saying the option isn't there at all on the mark of Slannesh tab.
They can't and it's as intended. They have access to full WoC roster while the big 4 has only access to their big bad boss units. Be'lakor can upgrade them too but it's his thing to take daemons.
be'lakor can have all exalted daemons iirc.
Yes even if none of the WoC factions can get upgrades for their Lords of Change/Keepers of Secret/Great Unclean Ones.
