I don´t think is a bug - but i´m actually unsure if You don´t get the money back for basically deconstructing it.
The reason skaven settlements aren't visible on the campaign map are because they are underground. Undercities are built in the same space just aren't fully up and running as they still need to hide from the people above.
If i place it somewhere, some other AI nation shows up, to raze the settlement in some war action. I would have gained nothing. If it was a vassal or ally of mine it would perhaps be different. And if i wanted to take that settlement later, it would be useless as well.
I actually failed to understand what benefit the undercities have compared to normal settlements. I thought they´re a useless feature - or maybe for pure roleplay, the "i shoot myself in the foot if possible - for immersion reasons" kind of roleplay.
As you are better off just expanding like this instead of being sneaky typical for skaven.
Agreed the AI state between passive and aggressive is one that tends to swing. On the other side what is there ele for them to do. Players tend to dislike it when the AI starts to maneuver on the campaign map to get itself any sort of advantage.
As for the political maneuvering, what political maneuvering are you talking about? Diplomacy isn't complex in this game and never was for pretty much the full series.
Fair, but refund seems like the cheap solution. Nothing against a partial refund but I think they should do more with it. For example have buildings with short term benefits be cheaper/faster to build and have the more long term ones be expensive. Means undercities could be build near the frontline or in far off empires to different effect. Then again haven't touched skaven in ages since I never liked their style.
