I assumed you were talking about it being very hard to discover his cults so they can be actually destroyed.
Are there actually people who can verify if they successfully eliminated that faction in any of their games? Or was it just a conclusion based on how it should work? And even if it is how it should work, the faction should be made optional at gamestart, as running around with 10 heroes just to find him isn´t very interesting gameplay.
Honestly ye that sounds good, make him 1 of the options to disable, he sounds so broken and annoying to deal with I'd rather he not be in the game.
