edit: Oh ya he's totally valid option, didn't even know from Storm in 6th edition.
One of his friends played Empire, and 6th would of been about the time if had to guess, wonder if that precipitated his love of that combo lol
To unlock him you need to have the black temple as archon the black.
(or however the lich is called)
Build it up to level 5 then do a quest bettle where you fight of armies of tomb kings.
If you win you unlock nagash as a legendery lord for future campaigns.
Starting at level 1 for balance resources but have the unique faction mechinic of having access to all undead demon prince style.
With negash being a late game power house if you dont take him out quickly.
Storywise you can justify it by his ressurection having drain most of his power.
