He can still go around through ogre land but that still gets him a few turns at least to get there so you have a plenty of time to prepare an army near Shang Yang.
Magic (as in teleportation magic in this case) is the purest form of chaos. They even reflect this in game by having winds of magic breaking against the bastion.
So it would be weird if you could just teleport past it (Perhaps if its some sort of huge ritual that only works under very specific conditions that either empower the spell or weaken the bastion, or both).
There is a "bug" where you can go back near his capital and teleport to a rock across the water but sometimes it lets me do it and other times it doesn't "shrug"
