So it depends on who you want to play. But unless you actually want to play every single faction and lord you don't have to buy them all.
Think of it more like a menu at a restaurant, you'd be crazy to try and eat everything in one visit, but if you like the food you'll likely try different dishes next time you eat there. So if you're fighting against a race and you like what you see, maybe look into that specific one's DLCs. Or maybe just look into one or two additions that are best value for money (the previous base games on sale are good for that).
What you should do is looking at the factions before buying the DLCs. There are usually free Lords for every faction available. Play them for 20 rounds and see how the factions plays. If it is absolutely not your cup of tea you know that the other factions which are hidden behind the paywall are probably also not gonna float your boat and therefore not worth getting.
I've been playing this game since release of the first. I'm simply not interested in Wood Elves so I never got the DLC. I'm missing out on nothing because the factions are on the map anyways and as I don't wanna play them I don't need to pay for a DLC.
On the other hand when you find a faction that you enjoy you should get all the DLC for the given faction as some RoR units need DLCs to be available to the player.
They’ll still be in your game for you to fight and interact with if you don’t buy them.
Additionally, IIRC any content made for the base factions that isn’t unique to a specific DLC faction was made FLC and released via update alongside the DLC at the time. So you don’t have to worry about missing out on any content for base game factions too.

Just to clarify, a DLC for this game can add access to races (different new armies) factions (within those races, lead by a legendary lord, many factions have unique mechanics) and units to a race.
So its not "just factions" (no matter how someone chooses to define factions, races, sub-factions, etc).
That said, all of it will be there as enemies, its just if you wish to personally make use of it that you need the DLC.
