2) Yes, the amount of health does not influence battle performance (except leadership), the model count is what matters.
3) Pretty sure health counts for balance of power, for example if you have a bunch of low health units and you heal them, the balance of power shifts in your favor. Might only count in case of single entities, but I never tested it. Shouldn't matter that much though, if your unit has a lot of models and has low health, it's almost always the case it lost a bunch of models too.
In general I would advise to try and kill off low health units. As said above, even a low health unit is at full combat power, so if you brought down a squad of infantry really low on health, but they still have a lot of models surviving, they are still going to fight strong (provided they didn't rout). And since their health is low, a lot of their models should be low health too and easy to kill, so in summary making sure low health units die or rout from the battlefield is in your best interest anyway, regardless of how the balance of power calculates it.
2) Since they're all alive, the unit is fighting at full power - except a small amount of damage will start killing models.
2) Damage does not make a unit fight worse, unless it's a single entity, which will gain the wounds debuff.
3) Yes it does. Unit's that are healing, via magic or regeneration effects, will effect the balance of power. This also include unit's that regain ammunation. Because for the balance of power, ammunation = hp for ranged units.
Mind you, there's the effect of fatigue wich does lower overal combat effectiveness.
