You can check the mods if you think it's too difficult for you (their "rite" can help you as well), but it's not like you HAVE to fight something every turns.

Turn 1 : take the city - no decay
Turn 2 : rest - no decay - get the "it's going to decay next turn if you don't do battle in this turn"
Turn 3 : decay
Unless the tooltip means "it's going to decay if the next turn's finished without a fight".
Meanwhile to south Baldy vamp fights every turn because everyone around hate him.

The decay happens two turns after a fight, which means you need to fight every turn. If you fight on turn 1, the decay will happen on turn 3, so you must fight again on turn 2 to prevent it from decaying. You can also expose your army, so it gets attacked between turn 2 and 3.
