Yep, just saw this happen in my last playthrough. Archaeon showed up on my door with Blue Scribes, Aekold Helbrass, and Harald Hammerstorm in the same army. I was quite surprised, thinking the first 2 are Tzeentch exclusive.

Do you have Shadows of Change? Since the blue scribes aren't a freebie legendary hero, rather they are tied to that DLC.

I actually started an Archeon campaign today. You get a mission to build a library I think and then an event to get the scribes.
