You'll also need the base WH1 and Wh2 to get "everything".
That aside, there's no reason to buy everything all at once.

As you can buy it as and when you want/need it, nothing is withheld buying a few pieces first.
AKA buy everything that touches skaven = nothing for skaven is with held.
You need the games too, the original lords for Empire, Orks, Vamps and Dawrfs for example are only included if you own the original Warhammer total war.

The short answer though is, if you want everything then you'll be buying everything, every base games and dlc. Theres's no overlap and you can't double purchase.
If you like playing more popular or ''traditional'' warhammer factions, you will definitely need to dip into the older games / dlc. Infact some factions are quite spread out and have most of their units gated behind DLC (some free). Empire and Dwarves, for example, need WH1 + two/three DLC purchases EACH to have a full roster for Warhammer III. Without DLC some factions have the smallest rosters in the entire total war series. But this is less of a problem with newer factions.
Even on sale the final price is not such a great deal as initially appears. I bought all 3 main games, no dlc, for a price I thought would be good for just Warhammer III. But once I'd bought DLC to complete my chosen factions (Dwarves) the ''discount'' was not much less than a full priced game. The content is arguably a good deal on paper, but I'm not sure it really is given how much I might play it.
I will note that the DLC of other TW games can be much more egregious. I think Shogun 2 DLC factions are possibly the worst example of this having only slight stat changes, start position and change of colour! Then again it was nowhere near as expensive to complete.
You don't need to buy everything, especially not right off the bat.
It's not recommended to buy the 'complete' game right away, because of the time investment required to actually play all the content. You're looking at thousands of hours to just play every faction once. The content exists in the game world to play against regardless of ownership, but you won't have access to it yourself.
The recommendation is to buy the base games so that you have access to nearly all of the races and can try them out, and then maybe also buy the DLC for the races that you are most interested in playing first. The content regularly goes on sale for significant discounts on Steam, and you can often get better prices on the more reputable of the Steam key-reseller websites.
Even if you were 100% sure you were going to play everything, why would you tie up all the money now instead of buying as and when you feel like trying a new faction, over the span of the years the game will last you?
Sure every faction is going to show up in your campaign whether you own the content or not, but I don't see how or why that would be frustrating. You're only playing one faction at a time, so what faction DLCs you do or don't own makes no matter after you've started a campaign.
